BRIEF BIOGRAPHY:

Combining her personal experience with statistical analysis, Ms. Barr’s insights on addictions and related health and justice system issues have been featured in the United Nations, on Capitol Hill, and in media, conferences and universities internationally.  Since 1998 her innovative self-empowerment series has been featured in City, State and Federal correctional facilities, for which she is the only private citizen to receive the Medal of Honor from New York City Corrections STEP program.  She was instrumental in the historic development of the first transitional program in the Former Soviet Union, where she engaged the cooperation of the Chairman of Prisons and several organizations in Odessa.  Ms. Barr traveled to Colombia, South America to research counter-narcotics issues and The Miami Herald published her findings.  She has been unanimously lauded by these groups as having given them a fresh perspective on crime and punishment, life and the pursuit of happiness.
